Can Google do anything for reducing Piracy?

If you will search on Google "Download Bourne Legacy" you will see many links like "hnmovies.com" on the first page of search results. Websites like hnmovies give out illegal download links for these movies. So the question is why is it at the top? why is a illegal website hosting illegal data at the top of Google search results? Can Google remove it from there?
Well Google determines these search results according to its page rank algorithm. This page rank algorithm calculates the rank of a webpage according to these factors: content, back links to that page& the page authority. So if a website has high page rank on Google that means that website has most unique content, a lot of back links & high page authority. That means
if you are searching for something in our case "Download Bourne Legacy" & you are getting link to a website like "hnmovies.com" then that means that Google finds that authority & content of these sites is very good. Now for such search results, authorities like DMCA make requests to take down these URL's. Now today the number of take down requests has gone upto 2.5 million per week.
Now you can imagine filtering these 2.5 million requests from each search results is not easy for Google, that is why search results like "hnmovies.com" appear in the search results.
Now you can understand that filtering all of these results from search is not possible for Google & even if they are filtered out they reappear on another website. So this take-down requests method will not do anything, it can only affect Google's reputation in the negative manner. So can there be any permanent solution for this that will make only legal search results to appear in search? Well based on current search algorithm of Google & seeing how powerful it is, there is not going to be any major change in the search algorithm & therefore the search results will remain this way. 
That means the DMCA, Hollywood & companies like Microsoft will continue to submit millions of URL removal requests to Google & then the time will come when Google will not acknowledge such avalanche of requests.
